Hi Aravind,
Absolutely you can publish a content catalog within vCHS.
You have to first create the catalog within vCD, and then you can add a template. One it's there it will show up in the vCHS portal.
In the vCHS portal you can click the 'Manage Catalogs in vCloud Director' which does the SSO over to the catalogs page in vCD.
Click the green '+' on that page to create a catalog.
Then you can either move a VM that's running into the catalog, or upload into it using either the Java-based upload tool or vCloud Connector.
Both of those are done in vCD.
Once there's templates in there, you can deploy them from the vCHS portal.
